Three people have been arrested for various drug felonies and misdemeanors as well as endangering the welfare of a child


On Wednesday, the New York State Community Narcotics Enforcement Team (CNET), with assistance from Troop “C” Uniform Force and the Cortland County Drug Task Force arrested three subjects after executing a search warrant on their vehicle during a traffic stop on I-81 in the Town of Homer, Cortland County.


Seized during the search warrant was approximately 3 grams of cocaine and crack cocaine, a digital scale with cocaine residue, cellophane wrappers, cell phone, stem pipes, a marijuana pipe and $2871.00 in cash.


Those arrested were:


Thelvan E. Hardy, age 39 of 623 Park St, Syracuse, for felony Criminal Possession of a Controlled Substance.


Rhonda L. Couch, age 36 of 1148 Route 221, Marathon, for felony Criminal Possession of a Controlled Substance, misdemeanor Criminally Using Drug Paraphernalia, DWAI Drugs, and Aggravated DWAI Drugs with a child in vehicle (Leandra’s Law).


Taylor M. Latta age 21 of 915 Alfred Lane, Homer, for misdemeanor Criminal Possession of a Controlled Substance and misdemeanor Endangering the Welfare of a Child.


Thelvan E. Hardy was arraigned before the Homer Town Court and remanded to the Cortland County Jail on $7500 cash or $15,000 bond.


Rhonda L. Couch was arraigned before the Homer Town Court and remanded to the Cortland County Jail on $15,000 cash or $30,000 bond.


Taylor M. Latta was release on an appearance ticket to appear in the Homer Town Court on March 1, 2016.


Taylor Latta's 3 year old child was a passenger in the vehicle which led to the Leandra Law Violation and Endangering Welfare of a Child charges. The child was turned over to a family member.
