Governor Andrew Cuomo (D) announced plans for a competition that will award millions to municipalities that come up with the best plan to help make New York State more affordable.

The competition challenges counties, cities, towns and villages to develop a plan that yields significant and permanent property tax reductions. The greatest plan will win a $20 million reward.

FOX 40 spoke with Broome County Executive Debbie Preston (R) who says she'll be meeting with other municipalities in February to discuss a plan to consolidate Broome County.

"These unfunded mandates are not going to go away, and we all know we have to do business differently," Preston said. "I think that we're going to sit down, and we'll come up with a great plan to submit to Albany."

More details will be released in Cuomo's budget proposal, and his State of the State address on January 13th.
