A teenager from Owego is facing felony drug charges. Owego Police charged 19 year old Megan Lozada with unlawful manufacture of methamphetamine. A warrant for her arrest was issued after she failed to appear in court on a loitering charge earlier this month. She's being held in the Tioga County jail on 50 thousand dollars cash bail.
