On Monday, advocates for people with disabilities lobbied outside Binghamton City Hall as part of the "Walking Tall for Justice" statewide tour to bring attention to what they say are rampant problems in the mental health care system.


Members of two organizations, the Jonathan Carey Foundation (JCF) and the Disability Rights Project (DRP) say abuse at residential care facilities is often overlooked, not reported or investigated.


Their harshest criticism is aimed at New York's Justice Center. The group accused the center of covering up these reports.


In a statement written to media, the Justice Center states that, "Every allegation of abuse or neglect that is reported to the Justice Center - whether criminal or non-criminal - is fully investigated and either substantiated or unsubstantiated by the Justice Center."
