Man Charged With Killing Dog, Dumping Body In River

 Delaware County Sheriff’s Deputies  Sunday morning arrested and charged 29 year old Donald A. Kern, of Sidney, with the class E felony crime of Aggravated Cruelty to Animals.

On March 26 of this year, Delaware County Sheriff's Deputies and members of the Hancock Village Police Department responded to the area of the Village of Hancock Village Waste Water Treatment Facility, located in the Town of Hancock, for a report of a dead dog in the Delaware River.  The dog was removed from the river with the assistance of the Hancock Fire Department and was determined to have been shot several times prior to being discarded in the river.

With the assistance of community members, Deputies were able to identify the dog’s owner as Village of Hancock resident Donald A. Kern. The investigation by Deputies later led to the recovery of a rifle that was sold by Kern.  Further investigation revealed that Kern had intentionally shot and killed his dog, disposed of it in the river and later sold his rifle in a private sale transaction in violation of the New York SAFE Act.

Deputies were also assisted in their investigation by members of the Village of Hancock and Walton Police Departments.

Kern was arraigned in the Village of Hancock Court Sunday morning and was remanded to the Delaware County Correctional Facility in lieu of $1,000 cash bail pending further court action.  Kern will face additional firearms related charges in the near future.
