The taxes will be frozen if the locality falls under the 2% tax cap in the first year, and work toward consolidation and/or sharing services in the second year. However, the Mayor of Endicott, which has explored shared services says union and legal challenges often stand in the way.
"He seems to forget that aspect of when you try to do something. So it's easier said than done, let's put it that way. I'd love to have the wand to just make it happen," said Endicott Mayor John Bertoni (D).
In September the Endicott board voted to end discussions that could have led to the merging of the village police department with the Broome County Sheriff's Office.
