Residents Not Happy with Proposed Hike in Vestal Sewage Rates

Who's responsible for the proposed big increase in sewage rates for Vestal residents?:
Although the Binghamton Johnson City Joint Sewage Treatment Board doesn't technically have anything to do with the way municipalities set rates-Vestal Supervisor John Schaffer says his town might have no choice, but to boost the sewage rates by as much as 45 percent:
"Things are going up. Our economy stinks. Only 19% of that budget do we control, the rest in controlled by basically the sewage treatment plants, which we go to Endicott and Binghamton/Johnson City. and they have to defray their costs also," said Schaffer.
Wednesday night, a number of residents showed up at a public hearing on the rates-and schaffer said some of them were not at all happy with the proposed increase.
