Man Charged with Abandoning Dog

The Holidays are supposed to be times when families and friends feel closer, but one of man's best friend was abandoned recently by its owner, according to the Society for the Prevention of Cruelty to Animals.

The society says the female pit-bull was taken to Blodgett Mills Road in Cortland, and left on its own.  It was found back in August.

According to the SPCA, the former owner has now been found and arrested.

The owner is identified as 36 year old Martin Apgar, who now lives in the town of Owego.

The SPCA says he abandoned the dog while living in Cortland, after receiving an eviction notice for having a dog.

After abandoning the dog, he moved out of the area, and now lives in Owego.

He's charged with failure to provide proper sustenance and abandonment of an animal, both misdemeanors.
