The Norwich Police Department says half a dozen people are facing charges after an investigation in the City of Norwich.

Norwich Police responded to 60 Mitchell Street to aid the Chenango County Sheriff's Office with a separate investigation and found unlivable conditions. Two juvenile children and two disabled adults along with several animals were found living in the home. The two adults were taken to UHS Chenango Memorial Hospital with Adult Protective Services.

The department adds that over 20 undernourished dogs along with other animals were found in the house. These animals included eight rabbits, four guinea pigs, three cats and numerous kittens. The Codes Department condemned the house and all the animals are being cared for and efforts are underway to place them in new homes.

  • 3 counts of Animal Cruelty

Americus B. Herbert:

  • 1 count of Endangering the Welfare of a Child
  • 1 count of Conspiracy in the 6th degree
  • 8 counts of Animal Cruelty

Norman J. Herbert:

  • 2 counts Endangering the Welfare of an Incompetent Person in the 1st degree
  • 1 count of Endangering the Welfare of a Child
  • 1 count of Conspiracy in the 6th degree
  • 5 counts of Animal Cruelty

Kendra A. Cummings, Age: 20 of Norwich, NY, charged with:

  • 1 count of Endangering the Welfare of a Child

Jonathan A. Fuller:

  • 1 count of Endangering the Welfare of a Child
