The Johnson City Police Department says a homeless man was arrested after he was observed performing an act of lewdness in public.

Matthew Baxter was arrested after he was observed performing the lewd act in the family restroom of a store in Johnson City for 50 minutes before police were notified, according to the department.

The department adds Baxter left the door unlocked, did not announce himself when people knocked on the door and made no effort to lock the door after anyone opened it and saw him.

He was confronted by a store employee after they were made aware of the incident and he continued the act, and police were notified.

Baxter was charged with Public Lewdness and released on an appearance ticket. It was discovered Baxter was on parole, but so far, the NYS Department of Corrections and Community Supervision has not violated Baxter under the terms of his parole.
