The Council of the City of Binghamton holds a public hearing on an ordinance adopting the Tax Budget for 2016. Also the council looked at a labor agreement. The council will make a decision on an agreement November 4th.

Tonight Binghamton's Council heard calls for something that unions say are common in Upstate New York, PLAs or project labor agreements. It will be between the local building trade council and the City of Binghamton. The unions say the PLA will create more jobs and stability for people with existing jobs.

Binghamton City Council has to conduct a feasibility study to prove this is affordable to the city.
