Hochul Delivers State of State in Binghamton

BINGHAMTON, N.Y. -

Two days Governor Cuomo delivered his 10th State of the State speech, Lieutenant Governor Kathy Hochul brought his 2020 agenda to Binghamton.
Hochul delivered her remarks at the Agricultural Development Center on Upper Front Street.

The governor's proposals for 2020 come as New York faces a $6.1 billion deficit, something Cuomo failed to discuss in his Wednesday speech.


Cuomo's 2020 priorities include a $3 billion environmental bond act, expansion of the Excelsior scholarship program, initiatives to fight hate crimes and renewing his vow to legalize marijuana by the end of the year.


The third-term Democrat called for legalizing recreational marijuana in his 2019 address, but it failed to pass the legislature.

Cuomo also proposed the creation of a cannabis and hemp research center through SUNY.

"There are over 25,000 uses of hemp," Hochul said on Friday, "You don't even think about it. Paper, clothing, pharmaceuticals."


Last month, the governor signed into law a regulatory framework for New York's hemp industry.
