County Executive elect Garnar releases names of department heads

BINGHAMTON, N.Y. -

Broome County Executive-Elect Jason Garnar has released the names of
new department heads and other appointments who will begin with the administration.

“I’m really excited about the new additions we are adding to our team. We reviewed hundreds of
resumes and interviewed many qualified people and selected who we thought were the best
candidates. It’s a very diverse group of people who have work experience in the private and
public sector, hold MBA’s and MPA’s, and veterans,” said Garnar.

Department changes:
Emergency Services Director -- Michael Ponticiello
Ponticiello has been with the Office of Emergency Services since 2008, most recently serving
as Deputy Director. Since then he has been involved in all of the county's major disasters,
including overseeing the planning section during the 2011 floods. Ponticiello is a Certified
Emergency Manager, NYS Paramedic, and holds a Master of Public Administration degree from
Binghamton University.


Acting Commissioner of Public Works -- Leslie Boulton, P.E.
Leslie will become the first Commissioner of Public Works to possess a P.E. degree in 20 years.
She will also continue to lead the Engineering Division, which she has led for the past several
years, resulting in a cost savings.


Health Department Director -- Rebecca Kaufman
Kaufman received both her Bachelors of Science and Masters of Science degrees in
Community Health from SUNY Cortland. She has held positions with Lourdes Youth Services in
Substance Abuse Prevention, as a Public Health Educator and most recently Deputy Director of
Public Health in Tioga County.


Employment & Training Director -- Sara Lui
Liu has a wide range of experience in the nonprofit sector. Most recently she served as the
Executive Director of Chemung County Habitat for Humanity and has worked as AmeriCorps
VISTA Program Leader at the Rural Health Network of South Central New York and Service
Learning Coordinator at SUNY Broome where she played a crucial role in connecting qualified
individuals with AmeriCorps training and service opportunities.


Deputy of Public Works - Highway -- Sue Brown
Brown has over 30 years of experience in the Broome County Highway Department was
Broome County’s liaison for FEMA/SEMO from 1993 - 2011.


Office of Management & Budget Director -- Jerry Knebel
Knebel has over 32 years experience working in Finance and the Office of Management &
Budget for Broome County.


Office of Management & Budget Deputy Director for Budget -- Sarah Kane
Kane has over 5 1/2 years of county experience having worked at the Department of Social
Services, Office of Employment and Training and Willow Point Nursing Home. She has also
worked as a Budget Analyst at Ithaca College, is currently participating in the Broome
Leadership Institute, and holds a Master of Business Administration from SUNY Oswego.

Office of Management & Budget Acting Deputy Director for Accounting -- Krista Soltis
Soltis has worked in Broome County in various account capacities since 2004. She has a
bachelor’s degree in Accounting from Binghamton University.


Parks & Recreation Director -- Matthew Gawors
For the past 4 years, Gawors has taught as an adjunct at Binghamton University, has been the
marketing manager of Confluence Running, and has driven community wide projects for the
Binghamton Health Campaign. Throughout the years Matthew immersed himself in fitness
coaching, endurance racing, and research to continue to improve himself as an athlete and as a
role model for healthy living. He holds an M.B.A. from Binghamton University.


Purchasing Director -- Tyler West
Tyler West is a Binghamton University Alumnus with a BA in Philosophy, Politics, & Law. He will
receive his Masters in Public Administration in May. He is a veteran with 6 years of service in
the U.S. Army and has recently interned with the Broome County Legislature.


Willow Point Deputy Director for Fiscal Services -- Jacqueline Gerchman
The former Interim Executive Director of SEPP, Gerchman’s professional experience includes
Operations Leadership and Management, Budget and Project Management and Sales and
Marketing Management. She graduated from Grand Canyon University with a Masters Degree
in Business Administration, the State University of NY at Cortland with a Bachelor’s Degree in
Business Economics and Management and Broome Community College with an Associate’s
Degree of Applied Sciences. Gerchman serves as the Director of Operations for the Constance
Foundation and as a member of the Elder Abuse Prevention Committee.
