Mayor Rich David Vetoes PLA Agreement in Binghamton

Binghamton Mayor Rich David has vetoed a city council resolution to enter into what's called a PLA, or Project Labor Agreement for the $200 million restoration and rehabilitation of the Binghamton/Johnson City Joint Sewage Treatment Plant.

David says there should be what he calls a fair and level playing field for all to bid on the project. He says while a PLA would ensure a portion of regional labor would be used it would also ensure non-union Binghamton firms would not be able to bid.

This story will be update with reaction from David and City Council President Bill Berg, who is in favor of the PLA.
