Mayor Rich David Vetoes PLA Agreement in Binghamton
By Jason Weinstein. Binghamton Mayor Rich David has vetoed a city council resolution to enter into what's called a PLA, or Project Labor Agreement for the $200 million restoration and rehabilitation of the Binghamton/Johnson City Joint Sewage Treatment Plant.
David says there should be what he calls a fair and level playing field for all to bid on the project. He says while a PLA would ensure a portion of regional labor would be used it would also ensure non-union Binghamton firms would not be able to bid.
