Negotiations Between Binghamton, Woodburn Court Owner Continue
The owner of Woodburn Court apartments met with Binghamton city officials Tuesday as the two sides try to come to a long-term agreement on the subsidized-housing building.
Pat Luke and his BLVD Development company has sent a letter to the residents of the building, many of whom are elderly, that without an extension of a PILOT - or Payment in Lieu of Taxes - agreement with the city, the building may no longer be home to subsidized housing.
The 40-year pilot agreement ends in 2017. Luke wants a renewal of the current agreement. The city has said it is open to a shorter agreement, if BLVD makes capitol improvements. The city declined to offer any details on how negotiations went Tuesday.
