Two sex offenders face felony charges after Johnson City Police say that they moved from their registered addresses without notifying law enforcement officials.
After conducting a residential verification of all sex offenders in the area, police say 33-year-old Joel Rought and 63-year-old James Howey did not properly notify local law enforcement of a change of address. This is Rought's first offense, and Howey's second. Arrest warrants have been issued for both men.
