UPDATED: OFFICER SHOT TWO TIMES WITH OWN WEAPON.

Update:

Flags fly at half-staff for slain officer David Smith, an 18-year veteran of the tight-knit Johnson City Police Department.

Johnson City Police Chief Joseph Zikuski told reporters Smith was twice shot at 7:06 a.m. with his own gun by 43-year-old James Clark outside Clark's place of work, Southern Tier Medical Imaging in Johnson City, part of United Health Services.

"Officer Smith never stood a chance," said Zikuski.

Zikuski said Clark attacked the 48-year-old husband and father of one from behind and took his gun. That was three minutes after Smith responded to a call that Clark appeared to be mentally unstable. Clark, of Greene, was an MRI technician.

Zikuski said Smith was in his patrol vehicle when Clark attacked him and grabbed Smith's gun out of his holster.

A second officer arrived on the scene and quickly fired the shots that took down Clark.

"It could have been much worse," said Zikuski, who said Smith's 40 caliber handgun was found empty. It holds 15 magazines.

Clark was pronounced dead at Wilson Regional Medical Center at 10:22 a.m.

Smith's family was notified this morning. Zikuski is expected to speak to reporters tomorrow with information about funeral arrangements for Smith.
