Senator Tom Libous on the New York State Budget

State Senator Tom Libous says there will be funding for pre-kindergarten in New York as part of the upcoming state budget.

He says there is agreement on many issues and that the negotiations have come down to working out details.

Libous feels people will receive rebate checks as part of a property tax freeze.

As for pre-K, Libous says there will be funding but would like to see districts have flexibility on how to use it.

"If a school in Upstate New York say in Candor or Berkshire just to pick a couple of districts in my district, say Chenango County or rural Broome. If they choose to want to use that funding to offset some other cost I personally think they should have that option," said Libous.

Libous feels the governor's plan to provide free college education to convicts in prison will not be part of the ultimate budget plan.
