Twenty three packets of heroin, that's what the Broome County Sheriff's Office found when Lloyd Rice was pulled over in the town of Union Saturday.
The 35 year old Endicott man was stopped for traffic violations but police found he didn't have a driver's license and was wanted in New York City for an outstanding felony warrant.
Rice faces several charges including Criminal Possession of a Controlled Substance with Intent to Sell and Unlicensed Operation of a Motor Vehicle.
Eighteen year old Tiffany Vanhousen of Endicott was passenger in the car. She was also charged with Criminal Possession of a Controlled Substance with Intent to sell. Both were sent to Broome County jail without bail.
