Dog lovers and animal rights activists are outraged and a criminal investigation has been launched , following the discovery of a dog frozen in an upside down cage in Tioga County, Pennsylvania this week.
A Facebook page, called justice for Elsa has been launched, demanding justice and offering a reward for information about the incident.
The young dog, estimated to be about a year old was found in a pet crate that was upside down, in snow and brush, off Cummings Creek Road in Farmington Township.
Investigators want to determine if the dog died in the cage, or wad dumped there after it died. PETA, meantime is reminding pet owners to keep their animals inside during frigid weather.
