Rich David, the Republican Binghamton mayoral candidate released his public safety plan on Tuesday.
David said he's concerned with the amount of crime in the city. He plans to add more police officers and increase community policing. David said to do so he would cut a youth bureau director's position, electrician positions and an information technology director.
