Four Charged With Animal Endangerment And Animal Cruelty

Four people in Norwich are under arrest, charged with child endangerment and animal cruelty.
Police say 39-year-old Norman Hebert, 37-year-old Barbara Hebert, 40-year-old Norman Fuller, and 40-year-old Stacy Cox, all of Norwich, allowed six children and several dogs to live in unsuitable conditions.
Police have condemned the home at the Valley View Trailer Park. The children, aged 9 to 17, have been placed with family. The dogs are in a rescue shelter.
