Police: Unlawful Surveilance Leads to Developmental Center Arrests

State Police say the arrests came Friday after a month-long investigation into a report of an individual being touched in a sexual manner.
Authorities say it was done to degrade the person, and the incident was illegally recorded.
Those who were arrested were working at the center at the time.
They are 27-year old Lucy Mahar, 31-year old Christopher Cooper, and 35-year old Amy Wickizer--all of Binghamton.
