Owego-Apalachin Making Plans for New Elementary School

FEMA told School Superintendent Bill Russell Wednesday it will replace the school which was destroyed by September's flood.
Talks are still ongoing with FEMA as to whether administration, storage, and maintenance buildings will be rebuilt or repaired.
If they'll remain at their current location or one outside of the 500-year flood plane.
Russell says he's not sure when a new elementary school will be open.
"We haven't even begun the design and architectural work, all the site planning work. Everything that goes into building a large elementary school, we haven't begun that yet," said Dr. Bill Russel the O-A Superintendent.
Officials still need to decide if the new elementary school will be built at it's current location.
Russell says he's heard from Schumer's office that FEMA's preference is to rebuild the school at it's current location.
