Town of Union Battles Againts Absentee Landlords - 7/27/2010
The law is called the Spiegal Act, which gives town code inspectors the power to cut off rent payments that are paid by the Broome County Department of Social Services to landlords for tenants when potentially hazardous code violations are found on a property.
The Town Supervisor believes it will force some landlords to do a better job.
"What it does is it tightens up code enforcement for properties that are truly non compliant, this has nothing to do with tall grass violations or simple violations that don't threaten the life or safety of people. What it does is it will encourage our landlords to be more compliant." said John Bernardo
The law is one piece of a series of measures the town is taking to combat absentee landlords who are letting their properties deteriorate
