Assemblywoman Donna Lupardo on New York State Budget

Assemblywoman Donna Lupardo says there is plenty still to negotiate when it comes to aid for education.
 
She says the assembly is still trying to find ways to distribute foundation aid to schools and also help districts with the gap elimination adjustment.

That was a set of cuts instituted in 2010 to close the state's budget deficit.

Lupardo sees a compromise on a property tax freeze.

The governor wants to tie a property tax freeze to municipalities consolidating services.

Lupardo says others want to see the municipalities rewarded for shrinking operations. 

"Others believe we should find a way to get to the root cause of the problem which is mandate relief. So I think at the end you'll see a combination approach that will get us to where we need to be," said Lupardo.

Lupardo believes there will be an on-time budget this year. The deadline is April first.
