Prosecutors will have Access to past Driving Offenses

When deciding what kind of plea to offer you for a traffic offense, should prosecutors have access to  past  charges of which you were not convicted?
 
Governor Cuomo says yes.  So, he is making available to prosecutors records of original charges involving drugs or alcohol, aggravated unlicensed operation, and, in fact,  any charge which would have carried points against your license if you had been convicted, but were not, because it was pled down to a lesser charge.

The governor says such access helps ensure that potentially dangerous drivers don't fall through the cracks.

As an example, the governor's office says that in 2010, almost a 130-thousand speeding charges were plead down to "parking on pavement."
