Lupardo Not in Favor of Tax Freeze Plan
2/10/2014 (Updated 10:49:52 PM)State Assemblywoman Donna Lupardo says she doesn't much like the Governor's "tax freeze" plan because it would favor downstate suburbs and shortchange upstate communities.
Proponents say the freeze would give tax rebates to downstate that would be three times the size of the the amount of tax relief New Yorkers Upstate would see.
"I'm not thrilled with it at the moment, because it's based on property values which are so much higher downstate. When you look at the distribution which comes out of the state budget, it turns out we'll be subsidizing taxes that go to wealthy districts, so I have misgivings,"
Lupardo says she thinks a "circuit breaker" provision which the governor and legislators are considering would be much more fair.
the circuit breaker would peg rebates to a person's ability to pay.
