Arrest Made Following Discovery of Frozen Dog

There's been an arrest, following the discovery of a frozen dog in an overturned cage in Tioga County, Pennsylvania.

Pennsylvania State Police have arrested 27-year-old Matthew Scott Stone of Elkland, Pennsylvania.

He's charged with one misdemeanor count of animal cruelty.

The dog's frozen body was found last week in an open field.

A police dispatcher tells us that the incident occurred October third of last year.

The dispatcher says that was the date on which the dog  "was dumped,"  but did not go into detail.

The dog's name was  "Charlie".
