Brief but Heavy Rain Causes Problems

It didn't last long, but it was intense, -- enough to cause power outages a one point to more than 1500 customers in the Binghamton area, along with localized flooding and some traffic accidents:
Around 6:30 Wednesday evening, the heavy rains began---
flooding low lying areas, underpasses and intersections.

As of 9:30PM NYSEG reported just 54 customers still  without power in Broome county--and almost 400 in Delaware.

Police had their hands full directing traffic through intersections that were flooded, and sometimes without traffic lights,  or with  confusing  signals,  because of power losses and surges.

On Vestal Avenue, going onto the Vestal Parkway, there was a smashup,  where a traffic light was malfunctioning.
