Less Independence for Joint Sewage Treatment Plant Board?

FEMA has finally come through with 4.3 million dollars for repairs from the 2006 flood.
In another development, the treatment plant board--which operates independently-- conferred with Binghamton and Johnson City Officials Monday night--who want more fiscal oversight of the operation:
"I think that for whatever reason, the city and village officials now want to have more oversight and that decreased the authority of the board, so I don't know what their role would be, and I really don't have an opinion as to which way is better," said the superintendent of Joint Sewage board, Catherine Aingworth.
Officials from Binghamton and Johnson City say oversight problems have included a bill being paid twice, and insufficient funds in some accounts.
