Police: Victim Dead for Days in Liberty Street Murder/Suicide

At a press conference held by Police Chief Joseph Zikuski and Binghamton Mayor Matt Ryan Friday morning, the identities of the suspect and victim from Thursday's murder/suicide were released.

Zikuski said 55-year old Ramone Feliciano killed 46-year old Rosaura Soto-Lally with a sharp object.  Zikuski would not elaborate on the object or whether Soto was stabbed or not.

Police responded to 124 Liberty Street about 3pm Thursday after a family member of Soto-Lally received a letter by mail from Feliciano indicating it was a suicide note apologizing and leaving his property to certain people.

Zikuski said they will wait for autopsy results to be completed to determine the official cause of death of both bodies.

The bodies were sent to Onadonga County for an autopsy.

At last report, Feliciano's autopsy was complete and were working on Soto-Lally, but details haven't been released.

Zikuski said Feliciano had no visible wounds on him.  "We believe it's maybe either a physical condition or drugs, but we won't know for some time," said Zikuski.  A toxicology report could take weeks to complete.

According to police, Soto-Lally has already been dead for several days, and Feliciano only about one day.  "He was there with her for a day or two that she had been dead in the apartment.  She had obviously been dead longer than he was," said Zikuski.

Zikuski said the couple have been in a relationship off and on for approximately 10 years.  In 2003 police responded to a domestic dispute between the two.

Feliciano has a criminal history that includes either pleading guilty or conviction of rape, sodemy, and kidnapping in New York City in the late 1990s.  He spent five years in state prison and 4-5 years of parole.

Most recently, police responded to 124 Liberty Street for a domestic dispute between Feliciano and his downstairs neighbor.

Zikuski said family members of Soto-Lally have been aware of the domestic violence issues and have had tried to get Soto away from Feliciano.

"It's unfortunate.  It's not uncommon to hear stories like this when something's been going on for years," said Zikuski.

Neighbors told Fox40 that the couple was always very nice.
