Southern Tier Avoids Devastating Damage From Sandy

Municipalities had crews on standby in case high winds and rain created problems for the area.
But it turned out to be an uneventful night in many places, including Binghamton where morning came with no damage in the city.
"We had as of 5:30 this morning the Department of Public Works had no phone calls. So that tells you how little we were impacted," said Binghamton Mayor Matt Ryan.
Many of the States of Emergency declared last night were lifted early Tuesday morning.
