Construction Halted at New Binghamton University Dorm

Construction is halted on a dorm at Binghamton University, due to problems with the foundation settling.
 
Engineers are looking into the cause of the problem, and have stopped construction while they try to come up with a fix.

So far two floors of the steel frame have been completed.
