Vestal Man Arrested: Accused of Providing Liquor to Murdered Teen and Accused Killer

We now know more about what police believe happened in the hours before 16-year-old Shelby Jenkins was strangled, allegedly at the hands of her child's father.

Vestal Police say that on Wednesday evening June 13th, Keith Cleveland purchased and provided alcohol to several underage people, including homicide victims Jenkins and her accused killer, Steven Lipka.

He is also accused of allowing subjects under the age of 21 to consume alcoholic beverages in his  home on Vestal Parkway West.


Jenkins was found dead hours later, early Thursday morning, just after 4:30AM.

Cleveland is now charged with 9 criminal county including Endangering the Welfare of a Child, Criminal Nuisance, and Unlawfully Dealing with a Child.

The 41-year-old was arraigned Tuesday in Vestal Town Court and remanded to the Broome County jail in lieu of $2000 bail.
